Having gathered some info on this fatality, I don't think he was off-course as it says in the report but the following remains speculative.

The right line on this exit is an obvious line to fly in a (larger) one-piece tracking suit. It requires good glide and a relatively early commitment but I don't think it's unreasonable to fly. Since Josh was flying the classic PF Onesie this evaluation might be different and I can't say for sure - I still think it's not outrageous or reckless.
The lower you are upon entering this line the earlier you have to decide to fly it or bail to the left because bailing requires a little bit of excess height or kinetic energy.
It seems conceivable that he was flying close to max glide and the line looked possible when he reached the point of no return but he then gradually lost speed which eventually lead to the emergency pull without sufficient height.
