It would be like me going to Brento with my skydiving rig and calling Bill Booth or PD from the exit point asking if I'm going to go in with my Sabre 2. Now maybe Bill Booth says "It's not a good idea but it'll be OK as long as you get away from the wall and pull at 1,500 ft".
Now let's imagine I do that a few times and find out it takes 400 feet for me to open, so I start pulling at 500 feet and keep doing it. Eventually yes, I am probably going to bounce. And it'll be my own fault.

However I do think that some manufacturers could go to more effort to set a good example sometimes (if the suit is skydiving only why do they have people BASE jumping it in their marketing videos? - similar story to another manufacturer who a few years back had a suit that was meant to be BASE only, but on their website had pics of people skydiving it) but from what has already been said it sounds like Micah was fully aware of the risks of what he was doing.

Tangent:
Sorry in advance if this is a dumb question,
but why would a suit be "okay" for BASE but
considered UN-Safe for use out of an airplane?

I think this is drifting far enough from the topic that it needs to be separated.

Please try to keep Incidents threads focused on the mechanics of a specific incident.

To be clear again the no-pull is not due to a low-pull.
Not in the first accident, not in the second either.

I doubt a lot Bill Booth would say that. My guess would be :"we have the Proxy for that".

Definitively either attributing or eliminating potentially contributing causes of an accident (especially one to which you were not a witness) is pretty arrogant [IN MY OPINION].
