Any hiking backpack out there that a base rig would fit in
and also be small enough for the overhead bin? Traveling to Europe
and don't want to check in bags. Basically, would have to pack 1 base rig with clothes and all in one hiking backpack that I can take as carry on. Any thoughts?

I'm using the Squirrel Mission 135 as my main "checked" bag on this trip, and it's really good for a big gear hauler. I had to split some stuff out of it to make airline checked baggage weight requirements, but I put everything back into it when I landed and it's got a nice enough suspension that I can haul 80 pounds of gear in it on trains and such.

Cuscus makes (or made) an 88 liter "hiking backpack" that's relatively heavy, but can take a decent beating. I would never do any real mountaineering with it as the frame is totally garbage. But I got it for $40 brand new and it could hold 2 rigs and whatever you need for your trip. I actually rolled up a 30 liter bag that I'll actually use for hiking and just put it inside. Still enough room for everything else I need.

get something light. there is a very strict weight limit in the EU for carry on. my helium/gargoyle just barely made it under the limit. i would reccomend a stash bag.

Just received one of these Osprey Porter 46. It is on discount right now. Love it! Did not even know about these backpacks. Ended up buying another 46 for my dad and a 30 for my mom. Awesome bag with so much freaking space, great pockets for organizing laptop and you can also stow the straps. And it is standard carry on size.
