It was Rich Piccirilli, and he is still jumping and flying. Saw him last weekend at Perris at the Pat Works memorial shindig.

And yes, Iranian Jumper, if it's a free flying aircraft it's a skydive, and there is continuing debate about whether a tethered hot air balloon counts as an aircraft or a fixed object.
