I've never met or heard of the guy until yesterday, but let's be honest here: How many competent BASE jumpers do you know who would pass up the chance to jump a crane on their work site?
This wasn't just a random jumper driving through a city overnight burning someone else's object. The suggestion (or accusation) that he didn't officially "contact the locals" is based on talking to two people. Baltimore isn't exactly Yosemite, and while it's unfortunate that this brought attention to local jumpers, this was essentially a legal jump on a site that he knew very well and could have picked perfect weather conditions to jump.
Playing devils advocate here, how badly would he have fucked himself up if he'd have jumped after dark and had the same landing difficulties? There's a huge double standard in this community regarding pilot error fuckups, dayblazing, arrest/incarceration selfies, and running from the cops depending on how popular you are.
Jumpers are already crucified by the local wuffos anytime they get injured or arrested and end up in the news. Calling someone out like this will only further ostracize them from the community. Next time he's in a new town he'll call the locals and get "You're the Baltimore guy? I heard you're a dick, we're not jumping with you." What then?
If you actually want to make BASE better then make it a general PSA or contact the guy privately once he's out of the hospital. Otherwise you're just as bad as the S&TAs who get on the loudspeaker calling someone an idiot for doing S-turns on final.
