Static lines, too. The attachments rule is important enough to the Department of Transportation that they spent literally thousands (because the damn things are so expensive) of dollars on signs at all 4 entrances to the bridge sidewalk to post it.
There are lots of ways to work within their rules and still jump.
For example, if you put a platform out for a jump, you just have to have someone who doesn't jump, so they can take it off at the end of the load.
And it's easy to bring something else out onto the bridge (a step stool for example) to static line from. You just stand on the stool and rig the static line to it instead of to the bridge. The concern with static lines is damage to the hand railing (if you check there are tons of loose uprights in there) or the bridge structure.
