Saw a video of a guy who did and the Velcro peeled loose in freefall creating a horse shoe. He didn't notice and pitched his PC into the mess, it wrapped into that and it never cleared resulting in his death.
Yep, it was a Russian man. The Russian news report with the video is probably still floating around youtube. You might also find him mentioned in the BASE list under the category for guys who aren't with us anymore but wern't base jumping when it happened.
Same here...done a few. There should be no difference in jumping a Velcro rig from a plane vs. taking it to terminal off a tall cliff. Your Velcro must still be in good shape.

its all about knowing your velcro and knowing your rig.
relaxed fit plus strong velcro ought to be fine.
do it only without a over stuffed scenario where the canopy wants to burst out just walking around, then you ought to be OK, you may not want to mingle outside the moving aircraft for long or freefall on your back or free fly

It blows my mind how many new jumpers will confidently tell everyone that "velcro is black death" when they've never even seen, much less jumped, a velcro rig.
Have done it from a heli without incident, probably wouldn't do it again as I didn't exactly feel full of confidence at the time. Also don't have the rig any more...
There was one fatality by a BASE jumper who did this. A Russian guy. I can't seem the navigate the photos section of this website to show you who it is. His downfall was that his velcro was worn out. Velcro is great unless it's worn out. Even new velcro can attract dog hairs, lint, etc. and make the hook velcro far less effective. I usually use a hair comb and gently pull the stuff out.
Speaking from experience. A Cessna, a cool pilot who will deny it and take it to his grave, student type/poised exit, quick hop and pop, good Velcro, slider up, no problems. I love my Velcro and the sound it makes!
