Moving the vents away from the very apex of the pilot chute has provided one benefit that I've found:
With a conventional, apex-located vent, stowing the pilot chute with the mesh cinched tightly up to the ZP can allow for the initial air that enters the PC to simply flow right out the vent, causing a potential PC hesitation.
With the vent moved away from the apex, the air that initially enters the PC slams into ZP, initiating expansion of the pilot chute.
Additionally, as I understand it (and I don't have my reference handy), the highest pressure area inside a round canopy is not at the very apex; it's down from the apex slightly. So I guess moving the vents down from the apex would also place them in closer proximity to the highest-pressure air inside the PC. (I could be remembering that incorrectly, however.)

PS - I too am one of the people who ordered a Toxic PC and waited a LOOOOOOOOOOONG time to receive it. My credit card was charged pretty damn quickly (less than a day), but the pilot chute took much time and many angry emails to arrive (more than 5 months). FYI.
