If you don't have a clue how to start BASE-jumping that tells me you are not a skydiver, have not read anything on this forum, and should do both the previous before you ask your next question

Start by skydiving.

You can find a Dropzone near you by looking here.

My knowledge of UK geography is hazy at best, but it looks like the nearest dropzone to you is this one.

There are several active jumpers in your area, but I doubt any of them will be very interested in talking with you until you've done some skydiving. I actually have a student from Wales starting BASE training here next week.
