I haven't jumped there or anything...
I'm only getting into the sport now.
I did live in the Davao region till about 5 years ago though.
There are a few buildings in Davao City proper that are tall enough, and should be reasonably easy to get to the roof of. [Here's a hint: security guards in the Philippines don't make that much money, and can usually use some extra 'merienda'(snack) cash]...
Other than that, you might find some antennas in the Matina area of Davao up on the hill that might be jumpable(definitely if you WS-land at the bottom of the hill-Awesome!).
As far as cliffs go... probably not... Mt. Apo
IS the tallest mountain in the Philippines and is essentially right next to Davao, but it is pretty well rounded-off all over. I climbed it 6 times between 1999-2002, taking different trails each time, and only encountered one steep rock wall. It's near the peak and is called the 85(after the grade it has-85 degrees-not really vertical) and if memory serves, it's prolly not tall enough for anything, even if you have the quickest inflating WS ever... I've actually had a dream about going there just to jump the ABS-CBN tower in Davao(with a wingsuit, as mentioned above). That and the Landco building-the back of it, specifically- would be an easy exit/easy landing. Marco Polo hotel would be cool too, but I haven't ever been higher than the lobby, so... no details there.
As far as jumpers there- HA! I doubt you could even fill a C206 load with all the skydivers you could find there, let alone BASE jumpers. If I'm wrong, Davao is more awesome than I thought.
