Do local BASE clubs rule their objects?
I wasn't sure how to phrase the title. Basically, do local BASE clubs such as http://www.basekjerag.com/rogaland/stavanger/svg_base.nsf/id/5752837A5B65F24AC1256E0B00699EE8?OpenDocument

and the others keep a pretty firm grip on their objects? Is there "trouble" when jumpers arrive and wish to jump independently without paying their fees and joining in with club activities? How do these sort of things work?

You pay a "fee" for getting a bus ride to where the hiking starts. Then you get ground crew and a boat ride back from the landing area.
But if you dont want to support SBK, you can swim back insted of the boat ;)

You can also organise your own car and boat,

But fuel in norway is expensive and if ya had your own boat good luck. the amount of fuel to take your own boat from stavanger (the nearest city) to kjerag is a huge cost..

so in a way if there was no klubb you could kiss the jumping from kjerag goodbye..

so when jumpers complain of the cost maybe you should head north where you need to organise all your own ...

a bit like taking cable cars from the well known swiss valley , i wonder how many base jumpers would do the hike if they banned all jumpers from cable cars in valley.. mostly all the hard core would be crying...

I'm not complaining about the price, they're reasonable for transport. I'm just wondering about how tight a grip the locals keep on their objects and to what extent they control who can and can not jump from them. Offering services like transport, training, packing/rigging, etc. is fine - it's just a business, I guess.

The thing about base kjerag,

Is that its accessible when you land only by boat,
so you need a boat to walk away after landing so to speak....

so really the klubb is there to help jumpers get a jump from the famous kjerag mountain..

It is the biggest base droppie in the world and has been for many years..

so with this one its a no brainer, without the klubb there would most likely only be a few jumps made during the year and that would come down to the locals letting you ride on there boat back to the (Botn)

Patto is right, Kjerag is pretty unique place to jump and without the organised action of SBK, it would just not get jumped at all more or less. The case in the well known swiss valley is the opposite. The valley is easily accessible, hikes are short and hike back from the big grass landing area to the well known pub for a cold beer is short. Therefore the role of SBA differs a lot from SBK. Whereas SBK is enabling people to actually be able to jump by offering transportation etc, the SBA is working hard to try to keep the valley legal by continuosly working with the local people and trying to provide information to the jumpers. SBA is not controlling or regulating jumping itself (we have couple of time based rules agreed with the paragliders), it´s base jumping and everyone is responsible for their own decisions and actions. What we are trying to do is to have certain agreements and arrangements (like the landing card) which makes it sustainable for this small valley and it´s residents to take the huge amounts of jumps done there annually (around 15-20k jumps every year!).

If you do not want to pay our "fees" (the landing card) and jump on your own in the famous swiss valley, you are trespassing on private property which is a criminal offence here in CH. We have negotiated a deal with the local farmers that people with a landing card are allowed to walk (= land) on their property on the fields marked with a windsock. If you do not have a card, you do not have this right and potentially could be fined for trespassing so potentially yes, there could be trouble. Not from the SBA but from the local authorities.
