Sure, once I finish reading the entire thing and have time to calm down my bullshit gag reflex.
I highly doubt the NPS gives a shit about what the public has to say about their policies though... the government knows what's best, as evidenced by 132 pages of rationale they've posted for our review regarding the land management decision they've already made.
The best way to preserve "opportunities for solitude" in the park (which seems to be a priority in the NPS planning process given how often they mention it) would be to fence it all off and station armed sentries who shoot trespassers on site, and not just with tazers either. Then the NPS can hold a lottery where we buy tickets for the chance to enter Yosemite all by ourselves for a random hour/minute/day/etc to appreciate the glorious solitude...
