You are correct that it may be a different story today. Mexico is a vastly different place than it was in 2001. I lived a few hours north of Acapulco until mid 2003 and if it were still the same place would jump there in a heartbeat. It is not.
You think the police were jumpy after 9-11, you should see them now with their country coming apart around them. A friend of mine went to the police station last month to report his truck had been stolen, was pulled into the police station at gunpoint, questioned for hours, then physically thrown back onto the street and the door locked behind him. Not because the police are bad people, but because they are worried they are going to be killed and are very suspicious.
The people and the police are rightfully nervous, and the value of human life is about the same as Beirut in the 80's.
