I was in the same situation a few years ago and after looking around I couldnt find anything that sounded like it was made after 1992. If you just need something without vocals that can play behind a video then I would say making your own in Garage Band is the best bet. The loops are super easy to work with and Apple keeps everything sounding contemporary and clean.

I believe By law you can use up to 29 seconds of copyrighted music on productions without consent, just find something that loops well and you should be in the clear

If you like classical, there is a project that takes donations and hires an orchestra to play pieces that are without copyright and they leave the performance recording rights free to the public for use as you see fit. You don't have to pay anything to access the site and the free accounts offer greater access than their site's policy states. http://www.musopen.org/
