I have a very early Troll and the tabs are in the right spot. Are you sure this is the case with your canopy? I don't think I've ever seen a production Troll that didn't have the tabs correctly placed, and I can't picture someone making such a modification after market.
If yours are misplaced, having them moved to the correct location isn't a bad idea, especially if you are using them as landmarks when you are learning to pack. Of course, you can always just clamp (or grab if you are not using clamps) the topskin at the correct point, regardless of where the tabs sit.

Two things usually make it feel this way:
1) The size of the canopy. Larger canopies just have more fabric in them, and they feel messier (and the pack job gets messier more easily) when packing.
2) The brake settings. Variance in the brake setting will change where the tail sits on the pack job, giving the impression that it's "not square."
