No, and neither are light heights. Almost nothing on towers is uniform. Pull off the ground, not the structure and get your agl heights from Skyvector or other sources...or someone who's jumped the tower in question before

technically yes, but it's based on percentages not actual feet.

there is a FAA Advisory Circular specifying the markings on antennas. of course, it is advisory in nature, not regulatory.
