I've received complaints from this user or that. They want the ability to block a user's PMs.

am I missing something? is it already here? if not, can it be done?

I know you can turn off PM's for yourself, but then you won't be able to receive anything from anyone. As for blocking a specific user, we don't have that functionality, as far as I know.
