Depends on whether that was planned or a spontaneous event.

If the flyby was planned then I would probably say the skydiver.
If the flyby was accidental then it depends on who had the right
of way for the airspace.

I have had gliders, without radios, drift away from their area and
end up in my airspace on skydives... do not know if that was the
case here or simply a botched stunt.

In any event, I am glad everybody walked away.

I think both. The skydivers should have checked the airspace before they jumped. Maybe it's because I jump in a high traffic area but the ground isn't the only thing I am looking for when I am hanging out the side of an aircraft.

However, as you can see from the landings this is definitely some sort of event that was pre-planned. There are designated landing areas marked off. This tells me this was obviously a planned event and not some bandit jumps. If this is the case then I would hope the PG pilot was aware he was entering airspace where drop operations were occuring.

I think the question about the "right of way" is clear, you have to check everything below, the Paraglider had no chance to see whats going on direkt above him.

Yes... but there were clearly skydiving operations in progress. So if he is not capable of having his head on a swivel then he should not fly into crowded airspace.

looks like he tried to avoid collision with the 2nd paraglider a few seconds later... why?! a double hit with "no one hurt" would be so much spectacular

Looks like the one who struck the paraglider was back tracking, the other guy turned away.
