I ordered BR gear back in 2003, before it merged to become Apex. IIRC, they charged a premium for black lines back then as well.
typically in manufacturing, premium prices are assigned to features like this. standard, stocked items generally get made in bulk. a single set-up yields multiple parts. the black lines may very well be a special set-up, and thus more expensive to make.
then, a premium can be warranted for the additional tracking headaches and possibly to discourage too many people from ordering them.
finally, features like that MUST be expensive. if makes those that order them feel special. they must be cooler, more hip, have better bragging rights, etc. because they were willing to pay the extra when the commoner people will not. the black lines prove their dedication and commitment.
put another way, Starbucks (for example) will lose the snob appeal if they are too cheap, but still try to remain affordable for those who believe they can taste a difference.
