I have upload some old skool pictures from UK BASE in the 80's - where the low altitude BASE was being pushed and experimented with.

In the pictures, the guys from the UK are freefalling down to 240ft in 1985, I know that they also did lower freefalls (that I don't have pictures of at the moment), and they were also static lining well below 200ft.
