If you hadn't ripped that quote out of context, you would see:

I'm not sure what the official, universal intake level is to 'cause concern', but clearly drinking 12,000 L of Red Bull Cola just to get high is cause for concern. Imagine if all of our children start drinking 12,000 L of Red Bull Cola in a time span of a few minutes, just to get their kick?
What I think the article is trying to say, and what I propose, is that the amount of cocaine in Red Bull Cola needs to be raised to safer levels, so effects can be felt within just two or three drinks. Like beer.
On another note: If it takes 12,000L of Red Bull Cola for 'negative effects to be felt'... clearly its 'positive effects' must come sooner?
