Where exactly does a water tower fall under the B.A.S.E acronym.

if you follow Carl Boenish's guidelines, water towers are typically A's. (he defined B. A. S. E.)

if you follow others, it is an O (for Other).

as there are no log book police, call it a WT (for water tower). it really makes no difference.

A for Aerial. Phil Smith and Carl Boenish defined it.

The exit point blocks the wind but you soon encounter something that allows wind to pass by it or through it with very little alteration to the wind pattern.

It's an A. Andy Smith, Phil's early buddy, did one in Houston in 1982 from 150'. very low for those days.

I've always logged them as an O. Some WT's are open structures, allowing the wind to pass through, others are solid concrete cylinders which do not. From my perspective, it's not an A (It's sturdy enough to support a few million pounds of water after all) and it's not a B.

so the wind characteristics im guessing is somewhat more like a B.

true.

per Carl...
B) wind blows around it.
A) wind blows through it.
S) wind blows under it.
E) wind blows over it.

(or something similar)

thus most water towers would be considered an A. there are some (like your picture) where the wind acts more like a B.

(I like this system because it classifies an object by the wind hazard faced by the jumper. it has little to do with what the object looks like. thus, jumping from the iron skeleton of a building under construction might be more of an A than a B.)

"B" was explained to me similarly to your description, where by the hazards, including access to the building, subterfuge necessary to access, landing areas, wind affects, are all taken in to account. I agree that an open structure under construction may not really present the same challenges as an occupied urban building.
