If he was born in the last day of february on a non leap year, then leap year wouldn't apply to his birthday at all and he should have had 76 candles.

It seems to me though that there should have been 19 candles. PMing Tizzy

Born 2/29/1792

every hundredth year is not a leap year, so 1800 still had 365 days, aka only 28 days in february. However, every 400th year this rule is void (eg year 2000). Hence, only 18 birthdays when he died in 1868.
