Like 8 gauge, 3 conductors (+ ground) Romex. For an electric stove or something.

Or it could be 8/3 SOOW or cable - used for power distribution around carnivals, concerts and events... Or 8/3 SJO cable, not rated for that heavy of use, but found on some heavy duty machines in shops where the jacket can be less thick....
