Well, yes. That is the plan. We will see.

However, Moscow has a plan to build a 600 meter building, the Rossia. And only the basement is there, all construction is stopped due to a the crisis.

No actual plans have been approved or even prsented or concidered yet.
The highest publicly accesable building in Holland is 190 meters (the Xdays Euromast tower is 180), and for now, that'll have to do.

We do have one Antenna which has an active TV station/office halfway, which is 367 meters high.
They should have talks about having the XDays event there
