Does anyone have experience with an articulated boom lift?

It can be a JLG 1350 SJP or a JLG 150 HAX.

Are they stable enough to static line at full extension?

Those things aren't going anywhere unless you are on a serious slope. When your working in them you are tied off with a harness in case you fall out off the platform. I know a fall harness isn't the same but i can't see how it would be a problem.

The 1350 will be fine you can go to full height in 250 kg mode (the other mode is 450 which has height and radius restrictions) with some of the shit i have personally pulled off in these machines you have nothing to worry about. A mate of mine has just taken possesion of a 70m truck mounted one with 1 ton cage capacity should be having some fun on that in the future
