NEW YORK (AFP) — New York Mayor Michael Bloomberg on Monday outlawed extreme thrill seekers who dodge police to jump or hang from high buildings, his press office said.

The bill signed by Bloomberg "prohibits climbing, jumping or suspending oneself from structures without the approval of the police department and the owner of the structure."

The law targets freelance practioners of a sport known as BASE jumping, which stands for Building, Antenna, Span or Earth. Climbers scale large objects, sometimes descending by parachute or wingsuit.

"Recent high-profile stunts in Manhattan have brought both the appeal and the danger of this hobby to light," the mayor's office said.

"Valuable city resources are dedicated to responding to these events -- resources that could be better utilized to respond to other emergencies," the office said in a statement.

The prohibition did not affect renowned daredevil David Blaine who on Monday began an attempt to remain upside down, suspended from a four-storey metal frame in Central Park, for 60 hours.

A spokesman for the illusionist and performer said that full clearance had been obtained.

We've already got this in Sydney (Australia). It doesn't change much, just makes the magistrate able to slap you with something a little harder if you get busted, or if she wants to make an example out of you... Frown

Check the law's wording however, it may have an "out" like ours:

(1) A person who risks the safety of any other person as a consequence of:

(a) abseiling, jumping or parachuting from any part of a building or other structure, or

(b) climbing down or up or on or otherwise descending (except as referred to in paragraph (a)) or ascending any part of a building or other structure, except by use of the stairs, lifts or other means provided for ascent or descent of it,

is guilty of an offence.

Maximum penalty: 10 penalty units or imprisonment for 3 months, or both.

(2) A person is not guilty of an offence under this section for doing anything if the person establishes that he or she had some reasonable excuse for doing it or did it for a lawful purpose.

(3) In this section:
"structure" includes a bridge, crane (whether mobile or not) and tower, but does not include a structure provided for climbing or jumping for recreational purposes.

Basically if you can prove you didn't pose any danger to anyone else or that you had a good reason for doing it then you'll be sweet.

Some people choose to earn money BASE jumping.

They self promote and day blaze. Why? Because it is a reality where column inches, TV appearances and web hits count.

But what I would say for Jeb:

He is a geniune, skilled, hard core jumper - unlike many other "media" stars.

He is not a "character" in front of the camera, when you spend time with Jeb you will quickly realize this.

He attempted to jump a grail object with security and logistics that require resources (pre and post jump) that are beyond the means of 99% of jumpers.

And he is serious about landing a wingsuit Wink

Calling him names on the internet will not stop Jeb from being Jeb just like the new rules will not stop people jumping in NY.

But hell this is the internet, where no matter what you do people will call you a futher mocking sock cucker regardless Smile

Just a shame you don't lose weight or earn money from flaming Tongue

Good posting!

Well for the country of freedom, it is not much freedom left! It takes only some few individuals tom make a law? How much resources doesnt that take? How much problem is BASE jumping to NY? Anyway will it be more illegal than it already was? You can still jump with permit from the land owner, and police! Just call RB, and they will host a perfectly good event for you ;-)

Being that he is the Mayer of the CITY, I would imagine the law is CITYWIDE, NOT Statewide. Of course as people say it's still absolute bullshit. Land of the free... yeah, right.

I've had dealings personally with the media, and I can tell you from experience, how they can edit, slice and chop shit to make you see what they want you see.
He fucked up and got busted, but to compare him to J A is off the mark. Jeb is a solid serious BASE jumper

regardless of my thoughts of jeb, which arent very nice ones, it was a stupid thing to do post 911 in nyc. period. of coarse theyre gonna make an example the whole world is watching!

ya know, i got no problem with jumpers trying to get paid from base. i have a HUGE problem with jumpers hurting the sport and making it harder for their fellow sportsman in the wake of their egoic exploits to get paid. they are hurting they very sport that is giving them a carreer and that my friend is what jeb corliss is doing. he's no base hero.

spending time getting to know him wouldnt change the fact that the next base jumper that gets popped in nyc is gonna fry because of that guys stunt! he sits in his malibu estate while his high priced attourneys get him off and lets others pay more sever consiquences for his actions.

how can you see that as anything but wrong?

If you don't supply people/media with material for an interview, then they have nothing to chop edit or misquote you on.

Then again, you would not be able to get all that free promotion for a dvd and tshirt company.

I guess it's all about what's important to the individual involved.

Jeb isn't off the hook yet. They charged him with "misdemeanor reckless endangerment" since the felony charges didn't pan out. Perhaps they'll simply keep charging him until they nail him.

Now, a NYC district attorney has subpoenaed me for some BD video I have of Jeb. They served me by sending a letter to my PO Box. Whatever happened to serving people in person or via registered mail? I'll wait for something official. Sounds like these NYC people have nothing better to do but hassle the BASE community.

PS. Jeb's a good guy. Most other Empire State Bldg jumps were done in the daytime. Kudos to him for trying, because every other jumper out there would love to have a chance at it. Faced with lawsuits and jail time, Jeb's TV appearances were justified and, in my opinion, positive for BASE. NYC BASE jumping wasn't ever legal, so nothing has changed. If you haven't jumped in NYC, then maybe you should throttle back......

i just truly have to disagree that this was good for the sport! were in a country that were trying to get access to national parks by changing the negative impressions the powers that be have of us. when were trying to get people to see that this is a legitimate sport that can be done responsibly and without harm to land or objects, how does this make the sport look? how does this make us look?
firemen taking a gas powered saw to a historic building to arrest the nut trying to jump off of it is not good for matters. no?

Thor Alex rocked the boat a little more than Jeb back in the late 1990's. After the dust clears on Jeb's case, the sport of BASE jumping will get more recognition and will be more accepted by society. NPS could care less about Jeb's situation and I see no relation.

I used to get a little uptight over situations like this in the old days. Time has shown me that it usually isn't as bad as you think. Some people will always think you are crazy if you BASE jump and media exposure is a great tool to convince them you're just an adventurer....

PS. They used a gas powered saw.....is that true? Makes the ESB folks look bad to me.
