no idea what they are, but with the latest scare of bridge collapses I am guessing it could be something that monitors resonance of the structure at various points. Can you take a look under the plastic ?

I recently saw a report about bridges now being monitored for changes and cracks so that would be my guess.
The wires don't look like they could carry a dangerous charge so I'd take a peek.

I want to say something like "strain gauge" but the tape job looks really, really amateurish. Can you follow the wire and see where it leads? The whole thing does look kinda sketchy but I doubt it carries HV.

Any chance of peeling one up carefully and taking a peek inside?

Edit to add:
Can you describe the wire in more detail? Does it look like a single-conductor, solid-core wire, or can you tell about multiple conductors?
Can you get more pictures?

Maybe it is a bomb mock-up for some DHS training exercise...

It does look like a shaped charge, but you be better off setting the charges on top of the beam and then sandbagging it...

Saw something on the tube about bridges failing, and people were putting little sensors all over the bridge and the covers were just for protection...

It is not high voltage.
The supply lines to high Voltage would have insulators.

I didn't get enough pictures, there are all sorts of weird shit on the bridge with them things just being one, they also have what look like small hydrailics in certain areas. With much bigger wires and other crap. There are small boxes, like big brief cases that say high voltage on them on certain parts.

On the plus side, they did leave our static line attachment points alone.

Then again, it could be some sort of sonic device they're testing to keep birds from nesting on the tower. Stress sensors seem a bit far fetched since most towers see very little vehicular traffic.

I don't think the sandbag would be as important as placing the shaped charge at the right angle to actually cut the metal instead of poking a hole in it.

Hence, I recommend the BASE jumper removes the duct tape, turns it at least 45 degrees, and reinstalls it properly. Leave a note for the inspector: "Fixed it for ya, now it will actually cut the beam."
