sounds like they are taking a page out of the National Park System of the USA.

I don't think it's quite the same here. In this instance, the police said that he could have jumped if he had permission from the building owner. As far as I know, in the NPS case the same people "issue" permits and impose punishment. But I may be wrong.

I wonder who it was...

One specific name jumps to mind, though surely there are many more BASE jumpers matching the description given in the article.
