Totally depends on the organizers. The BASE comps that I participated in, which were all organized by the IPBC (Avery Badenhop, Dennis McGlynn and Harry Parker, primarily) had a remarkably good safety record. I think that's a tribute to their scoring system, which emphasized safety skills (on-heading openings, accurate landings, etc) and left out flashier, but more dangerous, bits of jumping. I thought they also did a pretty good job of raising the overall skill level of participants in terms of fundamental safety skills. The on-heading rates in the last comps were noticeably better than in the first ones.
