Can still use a skydive rig at the popular exits in norway? If you use a base specific container, could you use say a super raven, maybe loaded around.85.... say the person jumping this canopy was very skilled in flying this canopy? I have only seen the landing area on video.. also sail or mesh slider?

Mesh slider for sure.

I'm not sure if they'll allow the Raven or not. Personally, I'd use a real BASE canopy, even an older one, over the Raven. You can direct specific questions about what is allowed directly to the Stavanger BASE Klubb here.
