I jump HC1 and it skips, too.
This is because current HD cameras record to standard DV tapes at standard bit rate of 25Mbps, so they use the keyframing compression: every 15 frames (1/2s) a key frame is recorded, the other 14 frames record the difference from the key frame. Thus, if the key frame ends up on a bad spot on the tape, the whole half second is lost.
Using Sony's higher quality tapes with "HD" designation presumably reduces the incidence of skips, but I've had skips with them, too. These tapes are pricey (~$10-13).
Also, you may lose ~0.5-1s on opening due to opening shock (2-3s no slider).
