Brazil has a significant population of new jumpers (30 or so), but almost no one has reached 100 jumps yet. They even have a logo, an association, and these hideously ugly day-glow orange jackets.
As far as I know there aren't any base jumpers in Iran, but this opinion is based more on a fairly fruitless search for skydivers than any other more informed information. I do have an email for a skydiver so PM me and I'll try and find it. The email is for the head of the FIA in Iran though but whether he knows about base jumping is another matter.
Someone is constructing a lovely big building in the north of Thehran akin to the the KL Tower. Maybe someone should jump it before the Americans or Israelis knock it down.

Sabia is both active and over 1000, i believe. He also owns his own cliff
Although my country is not listed, but it is a strange one too and no local base jumpers i will go with french base jumpers since we have some very nice cliffs your welcome if you have to come in north africa i m not a base jumper today but who knows tomorrow
